In June 2014, Energy Commissioner
Guenther Oettigner said there was no point restarting talks on South Stream's
legality - frozen when Russia annexed Crimea earlier this year - as long as
Russia had a WTO case pending against EU law.
It is worth noting that Russia
has not stopped disputing the Third Energy Package. On the
contrary, the case was reactivated this year.
On 22 February 2016, the Russian
Federation requested the WTO Director-General to compose a panel. On
7 March 2016,
the panel was composed.
As long as Russia disputes the Third
Energy Package at the World Trade Organization, any EU-Gazprom talks
on Nord Stream 2 inclusion to or exclusion from the European
regulations are a waste of time.
